The goal of Project DEAL is to reach nationwide licensing agreements for the entire portfolio of electronic journals (E-journals) from major academic publishers. The intention is to bring about significant changes to the status quo in relation to negotiations, contents and pricing. The initiative was commissioned by the Alliance of Science Organisations in Germany – represented by the German Rectors’ Conference, the HRK. The DEAL project group is currently in negotiations with Elsevier. Agreements have been reached with Springer Nature and Wiley.
Objectives of the negotiations are:
- participating institutions to obtain permanent full-text access to a publisher's entire electronic portfolio
- research articles by authors from German institutions to be automatically published open access (mainly under a CC-BY-Licence)
- fair and reasonable pricing based on the number of articles published
