An agreement with Wiley has been reached. On 15 January 2019, both parties entered a 3-year LINK contract (2019-2021) that includes a Publish & Read (PAR) fee agreement to provide access to open access articles published in subscription-based/hybrid journals.

Rostock University has confirmed its participation in the Open Access Transformation Contract to MPDL-Service GmbH.

For members of the University, this means that:

• you have access to all subscription-based/hybrid journals published by Wiley
• you have full-text access to the journal archives up to 1997
• beginning on 1 July 2019, articles by co-authors from Rostock University published ("article accepted") in subscription-based/hybrid journals will be made accessible to you, at no additional cost, under a CC-BY-Licence open access
• articles by co-authors from Rostock University published ("article accepted") in pure ("Gold") open access journals will be available at a 20 % discount. This qualification has been in place since 22 January 2019.

The DEAL Project site has an overview of the negotiations with Elsevier that began in 2016. Negotiations were adjourned in July 2018. The HRK press release states that, due to Elsevier's excessive demands, no agreement on an interim solution or on general conditions could be reached. Elsevier remains unwilling to offer a sustainably financed, research-appropriate scope of services under open access principles. Therefore, DEAL was forced to temporarily stop negotiations.

Implications for Rostock University

Rostock University endorses and supports the DEAL group, along with nearly 200 other institutions and renowned scientists. This is why our contract with Elsevier was terminated in 2016.

On 10 July 2018, after negotiations had been adjourned, Elsevier cut off access to the current contents of its journals.

For members of Rostock University, this means that:

• you only have full-text access to the ca. 150 journals the University had a subscription to until the contract ended in 2016
• you cannot access journals from the so-called "Freedom Collection" and journal contents from 2017 and 2018
• current access restrictions are highlighted yellow and/or red in our E-journal library (EZB)
• you can find an overview of the Elsevier journals that are still fully accessible (including publication dates) on ScienceDirect

The DEAL group has worked out a stopgap to enable the continued provision of Elsevier publications to those institutions currently not under contract. All notable libraries and library associations, including central specialist libraries, have agreed to a timely and non-bureaucratic processing of interlibrary loan requests.

You can order articles that are not available in the journal archives (see above), via conventional interlibrary loan or alternative document delivery services.

Searching the GVK and ordering articles

You can search for articles using the GBV's catalogue, GVK. You need to be logged in to the University network to do so. If an article's full text is not available online, you can order a physical copy. To do so, you need an interlibrary loan account or a Subito account.
